if you are having issue check following settings in windows 7
Use Elevate without prompting
Control Panel > Administrative tools > > Local Security Policy
Naviaget Local policies > Security Options > "User Account Control: Behvaiour of the elevation prompt for administrator in Admin Approval Mode"
Note:
You must be having latest patch on People Tools release as earlier it was not supported.
